Da'an                               (250 points)
The North American Companion.

ST: 10    DX: 12    IQ: 20    Hit Points: 80

Advantages: Empathy, Taelon Race, Status 7

Disadvantages: Sense of Duty (humans), Honesty

Skills: Sculpting-20, English-21, Computer Operation-21, Archaeology-19, Astrogation-20, Anthropology-24, Linguistics-20, Occultism-20, Administration-25, Diplomacy-24, Leadership-25, Savoir-Faire (human political)-21

GM Notes: Da'an is the one good apple among the Taelon leaders.  He'll treat with respect any implants who want to argue the Synod's position on an issue, and will often go to bat for them.  PCs should be careful to keep Da'an on their side; he's their only Companion ally.

Zo'or                                (230 points)
Leader of the Taelon Synod
ST: 11    IQ: 19    DX: 11    Hit Points: 80

Advantages: Taelon, Status 7

Disadvantages: Bad Temper, Intolerance (non-Taelons)

Skills: Anthropology-24, Economics-24, History (Taelon)-19, Administration-26, Politics-22, Strategy-21, Detect Lies-21, Interrogation-19

GM Notes: Zo'or will probably be the big bad guy for most campaigns.  He's vicious, direct and contemptuous of humans, a perfect foil for Da'an.  Non-implant PCs are unlikely to encounter him.
Zo'or's closest ally on Earth is Sandoval, and he has a lot of pull with the Synod.  Overall, he may be humanity's most dangerous enemy.

Ronald Sandoval              (215 points)
FBI agent, Companion security chief and aide to Da'an.

ST: 12    DX: 14    IQ: 15    HT: 11
    Basic Speed: 6.25    Move: 8    Dodge: 8

Advantages: CVI, Danger Sense, Law Enforcement Powers (complete), Night Vision

Disadvantages: Overconfidence, Fanaticism (Companions), Stubbornness, Paranoia, Duty (Companions, always on duty)

Skills: Beam Weapons (Skrill)-19, Running-14, Karate-14, Guns (Pistol)-18, Taelon Language-9, First Aid-17, Computer Operation-17, Law-17, Criminology-21, Forensics-19, Stealth-15, Acting-18, Leadership-16, Tactics-18, Detect Lies-18, Holdout-16, Intelligence Analysis-19, Interrogation-18, Shadowing-16

Common Weapons/Equipment: Skrill (4dx(1-10) cr); Light Monocrys (PD2 DR8); Personal Communicator.

GM Notes: Sandoval is an excellent choice for a major villain in any E:FC campaign.  He's crafty, ruthless and usually on the wrong side, but at the same time, he's a two-sided character with understandable pathos.  For added fun his wife, Deedee, can reappear.

Lt. Siobahn Beckett            (215 points)
Aide to the European Companion.

ST: 11    DX: 15    IQ: 13    HT: 12
    Basic Speed: 6.75    Move: 6    Dodge: 6

Advantages: CVI, Appearance (Attractive), Combat Reflexes, Military Rank (Level 4)

Disadvantages: Duty (Companions, always on duty), Overconfidence, Impulsiveness

Aide to Da'an, undercover agent for the Resistance.
ST: 11    DX: 14    IQ: 14    HT: 10

Advantages: Uninhibited CVI, Law Enforcement Powers (complete), Charisma +1, Rapid Healing, Intuition

Disadvantages: Duty (Companions, always on duty), Sense of Duty (Humanity)

Skills: Running-12, Beam Weapons (Skrill)-18, Guns (pistol)-18, Brawling-15, Fast-Draw (Pistol)-14, Taelon Language-12, First Aid-16, Tracking-15, Computer Operation-16, Criminology-20, Forensics-20, Acting-15, Diplomacy-18, Leadership-19, Detect Lies-18, Interrogation-15, Stealth-14, Streetwise-15

Common Weapons/Equipment: Skrill (4dx(1-10) cr), AMT Backup 9mm pistol (2d cr), Kevlar Vest (PD2 DR14), Personal Communicator.

GM Notes: Boone may or may not be alive in your campaign.  This is a tough call to make; he's a powerful character, but following the plotline of the show makes for an easier-to-run campaign and Boone's story may overshadow that of the PCs to an annoying degree.
Of course, Boone can be resurrected while preserving the show's plot.  Cloning is not beyond either the Taelons or the humans, and some of his DNA was surely stockpiled.  Whether his personality could be retrieved is another question (do the Taleons braintape implants?).

Capt. Lilli Marquette        (175 points)
Shuttle Pilot and covert Resistance agent.

ST: 13    DX: 15    IQ: 12    HT: 12
